A second life needs a new passport

When you remanufacture or repurpose a battery and place it on the market again, the law treats you as its manufacturer. If it still falls in a passport category, it gets a new passport, linked to the original. IonPass creates that passport and keeps the link to the battery’s history.

Repair or remanufacture?

Not every job on a battery means a new passport.

New passport, linked to the old one

  • Remanufacturing: all cells evaluated, at least 90% of the original rated capacity restored, cells within 3% of each other in state of health, same purpose as before
  • Repurposing: a new use for the battery, when the result still needs a passport, such as storage above 2 kWh
  • Preparing a waste battery for re-use or repurposing

No new passport

  • A repair that doesn’t amount to remanufacturing
  • Selling a used battery as it is, for its original purpose

A repurposed e-bike pack used as storage counts as an industrial battery, which needs a passport only above 2 kWh. The definitions are in Article 3 of the EU Batteries Regulation.

Questions from refurbishers

Does every repaired battery need a new passport?

No. A repair alone doesn’t. Remanufacturing, repurposing and preparing a waste battery for re-use or repurposing do, once the battery is placed on the market again and falls in a passport category.

What if the original battery has no passport?

Batteries first placed on the market before 18 February 2027 have none. A remanufactured battery placed on the market after that date still needs a passport. The Regulation doesn’t say how to link it to an original without one, so keep a record of the original serial number.

Who is responsible for the new passport?

The company that places the remanufactured or repurposed battery on the market. That is usually you.
